Women's Butts - Why are they so difficult to keep firm?

I've noticed as of late that we women seem to have a difficult time keeping our butts as firm as the rest of our bodies. I mean, I've seen some women in great shape with ripped arms and thighs and then they turn around and you see a saggy droopy butt. What is up with that?

There are some butt toning exercises out there, but do they work? I've found that cycling really helps and so do lunges, but I'm only 26 years old so I haven't hit maximum droppy stage. It seems the older we get the droopier the butt gets no matter how in shape the rest of you happens to be.
